The concept of “dejao”, central to the first document, should not be understood as simple laziness or disinterest. It is a cultural mode, a survival strategy in contexts where the future seems improbable, Villa Clarín has been shaped by this prolonged present, where external aid replaces internal initiative, where solutions come from outside and decisions are delegated. In this scenario, microcredit fails, not because it does not work in itself, but because presupposes an entrepreneurial subject that in Villa Clarín has not been formed or encouraged. The day-to-day management is, in fact, a management of endurance rather than of growth.
